I would like to buy the storm pro 1/3 hp pump but would like level switch to control over a longer span (deep pit with higher flow rates at times) want to minimize cycles. Is there a different longer switch rod that can replace the stock version.

Unfortunately not! Your only options would be the Pro Series Ultimate Sensor Pump Controller System, model USC3 or the Superior Pump Wide Angle Tether Float Switch w/ Piggyback Plug, model 92005. The Pro Series switch can be adjusted to pump for 5 - 45 seconds once the water level drops below the sensor and the Superior tether float has an adjustable pumping range of 7” to 36”.

I have a 1-1/2 hp pump in my sump. The sump is 25" deep. The pump intake is
approx. 2'' above the sump bottom. Is there a float switch that would operate
between, say, 4" (off) and 20" (on)?

You would have more control or a better chance of getting close to your required on/off level using the Superior model 92005 Wide Angle Tether Float Switch. Most other vertical float switches will generally only have a 5 - 7 inch differential. The only other possibility would be the Ion Genesis Programmable Smart Sensing Sump Pump Controller System model ING-2-10-1B. This system would allow you to fine tune your on/off level at 1/2" increments.

Unfortunately, not. These "piggyback" style switches are only designed for manual pumps, or pumps that do not have a switch integrated into the body of the pump. Your only option would be to contact the manufacturer of you pump to see if they have one available for you to purchase and install yourself.
